Combine all of the barbecue sauce ingredients on the stove over medium heat. Bring ingredients to a boil and then reduce heat to low and simmer for 5 minutes, stirring while simmering. Set aside.
Place pork chops on a cutting board or on a plate. Mix the paprika, garlic powder, salt and pepper in a small mixing bowl. Rub the spice mixture on both sides of the pork chops. Use a brush to spread the BBQ sauce on both sides of the pork chops.
Place the pork chops in a large baking dish with a wire rack. Bake in the oven at 375°F, flipping half way through and spreading more BBQ sauce on the pork chops. The time will vary depending on the thickness of the pork chops.
Remove pork chops from the oven, cover or tent with foil and let rest for 5 minutes. Garnish with green onions and serve warm.
